Hot Pursuit has licensed drivable cars out the exhaust pipe, but Criterion took it one step further by making all the traffic cars (the poor losers you'll be running off the road as you chase/escape) licensed as well. Preferably ones with the names of old Italian men on them.

Although I played a hefty dose of Burnout: Paradise, the fact that all the cars were fake kept me from really getting into the experience. From mountain switchbacks to desert highways, Hot Pursuit has just about any terrain type you're looking for. See what I mean?
